This book traces the spreading out of energy policy from being a relatively narrow concern of the Brussels anti-trust division and market liberalisers, to becoming the focus of renewed worry about energy dependence on a resurgent Russia, and to developing into the Union's highest profile international policy through EU leadership on climate change. The book assesses progress towards these different goals of energy policy--competitive market structure, secure supply, a low carbon economy--and argues that while they are not always equally achievable for all EU states, the policy trade-offs are easier for member states in a Union than as countries standing alone.
Nonetheless, it points out that the EU could use its continental scale to better effect in energy saving, research and nuclear cooperation, as well as in providing energy security. It notes how member states have valued EU energy policy enough to let its development run ahead of formal treaty provisions. But for such advances to continue, the EU has to stay useful and relevant to member states' concerns. So the EU should re-order its priorities: to consolidate and police existing liberalisation rather than pursue new and possibly counter-productive market restructuring; to be more realistic about its energy relationship with Russia; and to be more ambitious on climate change goals, but more economically rational in achieving them.The book has recommendations for internal energy market, energy security and climate change policies. It concludes curbing carbon emissions in a cost-effective way must be the EU's top energy priority, and therefore renewable and bio-fuel plans should be made more rational.

This volume provides insights in to some of the recent developments in empirical research of environmental and resource economics in India. It shows how the very difficult problem of measurement of environmental externalities has to be dealt with in a developing country in which the environmental data base is weak. The topics covered include the designing of environmental policy instruments, valuation of environmental services, environmental cost benefit analysis, and the sustainable development and measuring Green GDP for India.
Using data both from secondary and primary sources, the author provides a number of case studies in environmental economics: measuring environmental efficiency and designing pollution taxes for water and air polluting industries in India; household valuation of urban air quality in three important cities of India using sophisticated methods of environmental valuation; two useful case studies of environmental benefit-cost analysis of Metro rail in Delhi and the cleaning of river Ganges.

An investigative journalist's account of the contamination of Michigan's dairy cattle with the highly toxic chemical PBB (polybrominated biphenyl) in 1973. A near relation of PCB, this now-banned substance, designed as a fire retardant, was mistaken for a nutritional supplement at a chemical plant. It ended up in cattle feed that was distributed to farms throughout the state. By the time the error was discovered, virtually all nine million residents of Michigan had been ingesting contaminated milk and meat for almost a year. Water, Ecosystems and Society: A Confluence of Disciplines identifies water management as a confluence of disciplines and engages with the needs and challenges of productive water management in India. Such an engagement is path-breaking in terms of its conceptualization, since water management in India has traditionally been associated with heavy engineering, which tries to increase the quantity of water to cater to increasing demands by human settlements, irrigation and industry needs.
The author identifies research activities to initiate effective water management and then goes on to address the issues in detail with relation to their ecological and socio-economic implications. As a result, floods, sustainability of river link projects and the economic viability of water systems are analyzed with regard to their ecological dimensions. He also focuses on the need to recognize ecosystem services provided by floods as well as the necessity of environmental flows in such a system.
The book reviews the usefulness of economic valuation of water systems in terms of their consumptive use and the ecosystem services provided by them. In this way, the work deals with emerging areas of research-by connecting economics and water management. It also analyzes the proposed river link project of India in the light of the emerging economic and ecological aspects of water management, and thereby provides a new approach to the assessment and appraisal of large water projects. Thus the book engages with the ecological and socio-economical dimensions of different areas of water management, identifies lacunae in the filed and suggests fresh perspectives to address them constructively.

The Whale Warriors is a well-written adventure yarn with a strong central character in Paul Watson, the commander-in-chief of the Sea Shepherds. Peter Heller takes extra steps, however, and does his reporting homework in fleshing out the story of Watson's aggressive campaign against Japanese whalers in the southern oceans. Important information on the background of whaling and the politics of fishing for the world's largest mammals are woven into the story.
