President-elect Donald Trump has threatened to withdraw the U.S. from the Paris Agreement, an international agreement intended to reduce the effects of climate change by maintaining global temperatures well below 2 degrees Centigrade above pre-industrial levels. This report reviews the rules that govern withdrawal from international agreements and treaties and how these rules apply to the Paris Agreement.
